Because the standard Tier 2 scope is defined clearly enough to give owners a realistic range upfront. If a building falls outside that standard scope, we say so and quote the additional work separately.
Custom pricing applies when the building falls outside a standard Tier 2 compliance scope, such as unusual utility-data cleanup, audit work, other out-of-scope engineering services, or broader capital retrofit design.

We prepare and submit the required Tier 2 package and stay with you through follow-up questions. Final acceptance still depends on complete building information and Commerce review.
